Yes, the ban on Telegram is gone, even if Telegram is banned in Iraq, there is a VPN and a proxy, but the VPN is safer than a proxy

vpn will not work if they banned telegram because telegram works thrugh phone number
and gov can banned the main numbers of telegram the activation code
so they can banned easy

that is only for account creating, but in case you got an account, vpn/proxy will do the job
